The Role of Financial Centres in Advancing the Belt & Road Initiative

HKUST IEMS Policy Briefs No. 2

On 27 August 2020, the Institute for Emerging Market Studies organised a series of policy dialogues as part of its Conference on Trade and Investment under the Belt and Road Initiative. Here, we reproduce some of the key points made by Kairat Kelimbetov, one of the three policy dialogue speakers.

Kairat Kelimbetov discusses the key role played by Kazakhstan in the overland belt from China to Europe, and how financial centers in the region serve as natural hubs for businesses operating across the Belt and Road. Such centers promote trade and investment in services (e.g. fintech, healthcare, data and artificial intelligence), widening the scope of the BRI beyond natural resources, infrastructure and manufacturing.

Kairat Kelimbetov is the Governor of the Astana International Financial Centre and Head of the newly-established of the Strategic Planning and Reforms Agency of Kazakhstan. Find out more about his research in HKUST IEMS Policy Briefs No. 2.
